Te Rau Kokiri MECA Update - June 24, 2008
On 29 May all our hard work gathering signatures culminated with the presentation of our petition. The NZNO negotiating team and employer representatives supported by Te Runanga and NZNO members, staff and supporters gathered at Parliament to present the Te Rau Kōkiri Pay Parity petition in a moving and historical event. We walked on to Parliament grounds as one and were met at the Seddon steps by the Minister of Health David Cunnliffe and Members of Parliament.
Matua Rihari Wallace opened with a mihi to the Minister which was followed with Kōrero and Waiata from NZNO CEO Geoff Annals, Te Runanga spokesperson Keelan Ransfield and Lauren James and Rowena Gotty, employer representatives. The petition was then presented in Kete to David Cunliffe in partnership by representatives of the NZNO and employer negotiating teams. In accepting the petition the Minister, in a heartening kōrero, told those gathered at Parliament that he had heard our message and would be taking our views back to cabinet.
The spokespeople for the Māori Party, Greens and NZ First have offered absolute support for our objectives, while those from other parties were also generally supportive of our cause.
There is no doubt the politicians are now aware of us and understand that we are committed to achieving our goals. The next step is to secure as soon as possible the date to present to the Health Select Committee where NZNO and employer representatives will present their case for the funding required to achieve Pay Parity for Māori and Iwi Primary Healthcare! We have more work ahead but we are making excellent progress.

Tariana Turia, health spokesperson for the Maori Party, today congratulated Maori, iwi and non-profit primary health care providers on their success in working in partnership with the New Zealand Nurses Organisation for a multi-employment collective agreement (MECA). “I was very disappointed to not be able to be present when the petition was presented to the Minister of Health today” said Mrs Turia, “But I am extremely pleased that the Minister accepted it and welcome his support”. “The Maori Party has been right behind this petition, since work began on it over two and a half years ago” said Mrs Turia.
“The expert skills and strategies held by kaupapa Maori health workers are absolutely vital in addressing the disparities between the health outcomes of tangata whenua and other New Zealanders”. “We urgently need action for the not-for-profit sector” said Mrs Turia. “We simply cannot afford to continue lose staff to mainstream PHOs and DHBs”. “The Maori Party welcomes the initiative taken by NZNO and Maori and iwi health care providers and looks forward to seeing their petition being fully considered by Parliament”. “To us it’s a question of Treaty rights – honouring that health is a taonga, to be cared for and protected, and that Maori and iwi health providers deserve the same opportunities and conditions as all other primary health care providers”. “We are delighted with the emergence of Te Rau Kokiri and think of it as a document which truly represents a partnership approach which other sectors could well follow” said Mrs Turia.
“Te Rau Kokiri represents the commitment to develop Maori service providers alongside a recognition that they are best placed to address some of the most critical health priorities in our current health system”. “We congratulate the New Zealand Nurses Organisation in the process they have gone through, in their negotiations with some sixty Maori and iwi health care providers” said Mrs Turia. “Pay parity has a precedent – with the 2004 fair pay settlement with DHBs which brought nurses, midwives and other healthcare professionals into a comparable rate of pay but it left primary health care workers and nurses in the not-for-profit sector behind”.
Te Rau Kōriri MECA Update - May 26, 2008
With negotiations progressing well and a good relationship developing between NZNO and the Employers, the next key event in our campaign is soon to take place. Our petition calling for additional funding for the Maori and Iwi Primary Health sector to deliver Pay Parity for our members will be delivered to Parliament on Thursday May 29th at 1:00pm. Our petition will be received by Maori Party Co-leader Tariana Turia. In addition, representatives from Labour, National, NZ First and the Greens have confirmed they will attend and speak to our members about the issue.

Background
On 27 November negotiations began for a MECA covering NZNO members employed by Māori and Iwi providers in the primary health sector. The negotiations cover registered nurses, practice nurses, community nurses and midwives, enrolled nurses, community health workers, health care assistants, social workers and administration staff employed by 60 Māori and Iwi provider organisations delivering primary health care in the community.
The goal of those negotiations to is to achieve pay parity with their public sector colleagues employed by District Health Boards (DHBs).
We must succeed in this goal to ensure the Māori and Iwi provider workforce is valued equitably and to encourage that workforce to remain in the vitally important Māori community health sector. This is absolutely essential for the implementation of the Government’s primary health strategy and to improve health outcomes for Māori.
What You Can Do
Tell your workmates that NZNO is working on a collective agreement for our members in Māori and Iwi Primary health providers. See if there are any non-members who want to sign up to the union and be part of the bargaining.

Primary Health MECA
Primary Health Care MECA Update - June 24, 2008: Claims ratification is now complete with members overwhelmingly endorsing our claims principles. Negotiations will begin 28/29 July and are confirmed with the NZ Medical Association (NZMA), who are representing the majority of the employers. NZNO’s priority now is to ensure those employers not represented by NZMA are aware of their legal obligation to attend bargaining on these days.
Primary Health Care MECA Update - May 26, 2008: The first bulletin detailing the claims, the bargaining team and the ratification process for the new MECA negotiations has been sent out. Make sure you read it thoroughly and return the ballot form included by Friday 6 June. It is expected that negotiations will get underway in late June.

Primary Health Workforce Ratifies NZ’s largest MECA
After a two-year campaign, New Zealand Nurses Organisation members employed in primary health care have voted overwhelmingly in favour of a new multi-employer collective agreement!

In Support of Pay Parity
Background
On May 8 at the NZNO Practice Nurses Conference, NZNO Organising Services Manager Laila Harré launched our campaign for pay parity in the primary health care sector. The campaign goal is to extend the DHB Fair Pay settlement to nurses and other workers in primary health.
A key part of the campaign is the building and negotiating of the Primary Health Care Multi Employer Collective Agreement - the PHC MECA - and the renegotiation of our three other national collective agreements. |
