Background

The existing Hospice Multi Employer Collective Agreement (MECA) expired on July 31st.

The NZNO Claim Principles for the re-negotiation of the MECA were endorsed in meetings held around the country between June 19 and June 29. These principles were, in summary:

  • Pay parity with DHB nurses
  • Appropriate term
  • Employment Equity
  • Superannuation
  • Extended coverage
  • Updating and standardisation of clauses
  • PDRP progression

Interests and Issues Based Bargaining

Following on from the DHB MECA negotiations, NZNO is planning to negotiate from a position of issues or interests based bargaining as we move away from the more traditional positional based process. This requires that the parties must fully explore issues, be willing and active participants and have trust that the ideas or opinions expressed will be received as an open and honest dialogue or, in some cases as the nucleus of a potential option, rather than some fully formed and rigidly defended position.

If the DHB MECA negotiation experience is anything to go on, this type of negotiating may take a little more time to complete but the resulting agreement is likely to be better developed, more fully articulated and committed to equally by both parties.
