Bicultural Model

The Pāua model and methodology on Biculturalism

The Pāua paradigm provides a view that enables us to identify and understand patterns of complexity within the relational settings between Māori and Pākehā. The Māori world view sees everything connected, that the whole is greater than the sum of its parts. Through bicultural practice in the actual setting of Te Ao Māori (The Māori world view) long term relationships are established.

Bishop (1996) reminds us that

“ Kaupapa Māori approach asserts that two peoples created this nation Aotearoa/ New Zealand when Lieutenant Governor Hobson as a representative of the British Crown and the chiefs of New Zealand on behalf of their people and their descendants  signed the Treaty at Waitangi on 6 February 1840.  The Treaty is seen as a charter for power sharing in the decision making processes of this country and for Māori self determination of their own destiny as the indigenous people of New Zealand.’

Reference to Kauapapa Māori involves Māori knowledge and practices. The key principles are:

  • Self Determination – Relative Autonomy
  • Validation and Legitmating cultural aspirations and identity
  • Incorporating culturally preferred pedagogy
  • Incorporating cultural structures which emphasise the collective rather than the individual
  • Shared and collective vision/philosophy   (Smith, 2003)

Kaupapa Māori is an intervention strategy for NZNO policy. The process for the development and implementation of Te Ao Māori into policy is through transformative action that needs to be critically engaged,  This approach challenges a one world view focus and requests the company of  partners to respect each others paradigms whilst working to develop a New Zealand for all New Zealanders (Clair,S 2004).
