Ministry of Social Development - Disabled Children (out of home care)

Following the Vulnerable Childrens Act, the cross agency Disabled Childrens Project Team is consulting on a review of the care and support system for disabled children who are, or are likely to be, placed in out-of-home care voluntarily by their parents under the Children, Young Persons, and Their Families Act 1989.

The document is not about abused or neglected or ACC for severely  disabled children, but is primarily aimed at giving effect to Article 4 of the United Nations Convention on the Rights of Persons with Disabilities8, which has been ratified by New Zealand.

The Ministry is interesting in hearing your views on

  • How families can be supported to care for their disabled children at home and potentially reduce the need for out-of-home placements; and

  • In those situations where families cannot care for disabled children at home, we want to look at the process by which out-of-home placements for these children are provided.
