However, there are many aspects affecting workforce supply and demand that are not reflected in the PIERS reports, and which should be considered as part of the review. Eg resourcing, recruitment and retention policies, pay and conditions, safety, quality etc. NZNO has advocated for the review of nursing occupations on the essential skills in demand lists, particularly in areas where shortages and safety issues are the result of inadequate resourcing, lack of safe staffing and employment conditions that fall below the standard collective agreement for nursing and midwifery - the DHB NZNO Nursing and Midwifery Multi Employer Collective Agreement.
