PHARMAC Proposal to fund provision of influenza vaccine

PHARMAC is consulting on a proposal to fund a free flu vaccine to people 65 years and over and pregnant women in community pharmacies from 1 April 2017. This would mean that these people would be able to choose to get their funded vaccine from their general practice or pharmacy. Pharmacies would be able to claim an administration fee and funded vaccine for those eligible. You may also like to comment on whether access to funded flu vaccine should be available through other providers/services.

PRIME (Primary Response in Medical Emergencies) Service Review Steering Group Draft Report to NASO (National Ambulance Sector Office)

The National Ambulance Sector Office (NASO) (on behalf of ACC and the Ministry of Health) is undertaking a formal review of PRIME.

In 2016 the PRIME Service Review Steering Group developed a range of recommendations on specific issues regarding PRIME services that are now documented in a Draft Review Report.

NZNO welcomes your feedback on the Steering Group Draft Report to the NASO which is below:

Following this consultation the Review Report will be approved by the steering group for submission to the Ministry of Health and ACC for consideration in the first half of 2017.

MOH - Model of Care for Vascular Services

The Ministry of Health is seeking your feedback is on the proposed Model of Care for Vascular Services.

ACC Request for Information (RFI) solutions to reduce the incidence of wound infections and claims for treatment injury

ACC wants to reduce claims for treatment injury stemming from wound infections. They are interested in “Innovative, low-cost, scalable, practical / feasible, self-sustaining, effective ideas to reduce the severity and incidence of infections occurring in primary care, hospital care, day stay, or community settings”. Member feedback on causes and solutions to treatment injury eg staffing, discharge, etc. is sought.

Children, Young Persons, and their Families (Oranga Tamariki) Legislation Bill

The second tranche of  the vulnerable children/ CYFs reform legislation – Children, Young Persons, and Their Families (Oranga Tamariki) has been introduced.

This omnibus Bill covers a wide range of legislative reforms to to establish the statutory framework for the new operating model for the Ministry for Vulnerable Children, Oranga Tamariki. It includes changed provisions for children with disabilities; information sharing; youth justice; statutory responsibilities for child workers, etc.

NZNO is seeking members’ feedback on this new legislation. In particular, we ask you to consider your own working environment and how this new legislation might operate in your current practice situation.

Proposal to amend listings in the National Immunisation Schedule

PHARMAC  is consulting on proposed changes to the NIS affecting: 

  • Pneumococcal conjugated (PCV13) vaccine;
  • Varicella vaccine; Haemophilus influenzae type B (Hib) vaccine; 
  • transition period for Brand switches and introduction of  Pneumococcal (PCV10) vaccine (Synflorix), Measles, mumps and rubella vaccine (Priorix),  Haemophilus influenzae type B vaccine (Hiberix); and Rotavirus vaccine (Rotarix);
  • Minor clarifications to special authority criteria for Hepatitis B recombinant vaccine and Pneumococcal (PPV23) polysaccharide vaccine; and
  • Tuberculin purified protein derivative (Mantoux) test

MOH update of CVD and diabetes risk assessment and management guideline for primary care

The Ministry are reviewing their CVD and diabetes risk assessment and management guideline for primary care and welcome your feedback on this draft.  The draft incorporates the latest New Zealand based CVD risk equations derived from the PREDICT data set, a Heart Foundation/Te Pou evidential review and key stakeholder feedback from conferences and road show meetings.

Draft Children and Young People Advertising Code

The ASA invites further feedback on its earlier consultation (April, 2016) on two significant changes included in the draft code for advertising to children:


1)    How to identify advertisements that target children
the draft code proposes that  advertisement will be deemed to be targeting children or young people if they comprise 25% or more of the audience. Comment is sought on whether a percentage share of the audience is the right approach to trigger the Code.  Comment is also sought on each medium’s ability to breakdown and report separately on the two specific audiences proposed in the code – Children under 14 years and young people aged 14 to under 18 years. 

2)    Definition of “occasional food and beverage products”.
The Food and Beverage Classification System (FBCS) (PDF 1.5MB) has been suggested as an interim step to establishing a fit for purpose system for New Zealand. The ASA would appreciate comments from submitters on the use of the FBCS as the interim system.
